Russia needed to impose a big war between the two great countries of Iran and USA, I think, they still seem to be hoping for a major war between Iran and the US in the near future to keep Russia on the safe side. According to Russian and regional media, Russia was involved in creating conditions that resulted in the downing of a Ukrainian plane by an unintentional mistake of Iranian air defenses, because ( apparently ), Russian officials reported to Iran that several US missiles and planes have been flying in Iranian air to attack some aims. At the same time, Putin is trying to ally with Turkey in order to extend more influence in the region and the world. In fact, he seeks to use Turkey's power and influence only for the benefit of Russia. therefor, Turkish President Erdogan has asked Putin to deliver both the S 400 systems and having permission to deploy in northern Syria, and Putin agreed right away for imposing more pressure on Iran and the wealthy Arab Gulf states. That is why Turkey has so far refused to officially condemn the assassination of Lieutenant General Soleimani, and only implicitly condemned it as violating international law.
