Proposal to amend the Iranian constitution and executive structure

پیشنهاد تغییر قانون اساسی و ساختار  اجرایی کشور

ضمن تسلیت شهادت سردار سپهبد قاسم سلیمانی و جمعی از همرزمانش با تسلیت شهادت جمعی از هموطنان عزیزمان در حادثه تشیع جنازه سردار سلیمانی در کرمان و سقوط هواپیمای مسافر بری اکراینی بدینو.سیله اینجانب سعید شجاعی سعدی بعنوان یک پژوهشگر و یک فعال اینترنت محور فرهنگ و صلح جهانی و نیز بعنوان یک کارشناس مجرب در امر مدیریت و موضوع این مطلب به آگاهی همگان و منجمله شما خواننده گرانسنگ می رسانم ، چند سال قبل نیز این پیشنهاد را خدمت مقام معزز رهبری و سایر مسئولان وقت جمهوری اسلامی ایران از طریق اینترنت ارایه نمودم و ایشان در یک سخرانی عمومی بدون ذکر نام حقیر اشاره کردند که مخالفتی با نظام پارلمانی و تغییر قانون اساسی ندارند اما نمی دانم چرا پیگیری نشد. این بار و در شرایطی که کشور بدلیل وجود یک نظام اداری پیر و فرسوده و فربه که چند بار دچار ایست قلبی گردیده و بعد احیا گردیده و بکمک دستگاه تنفس مصنوعی و کاشت باطری کمکی در قلب ادامه حیات نصف و نیمه می دهد!، فرصت را غنیمت شمرده و یک بار دیگر پیشنهادات خود را با توجه به شرایط بسیار حاد منطقه و جهان و برقراری تحریمهای وحشیانه همه جانبه توسط ترامپ و مشاوران  نژادپرست و جنگ طلبش و کمبود شدید درآمد کشور و از سوی دیگر با در نظر گرفتن فشار شدید اقتصادی و تنگناهای معیشتی اکثریت مردم ایران که می طلبد تا یک یک نظام اداری و سیاسی کارآمد و چابک و جوان و حساب شده بر مدیریت اجرایی و مالی کشور حاکم گردد، بشرح زیر تقدیم می نمایم:
الف: در بخش ملی و کشوری :
پیشگفتار:
بدستور رهبر انقلاب شورای اصلاح قانون اساسی  مرکب از کارشناسان مجرب و صاحب نظران کلان کشور  که هم نیازمندیهای کلان و خرد کشور را از نظر سیاسی، اقتصادی و فرهنگی و امنیتی خوب  بدانند و هم به شرایط و ساختارهای همه جانبه منطقه و جهان اشراف کافی داشته باشند، تشکیل گردد. این شورا مجموعه اصلاحات خود در قانون اساسی را انجام داده و بعد از تایید رهبر انقلاب به رای عمومی گذاشته شود و پس از تایید توسط ملت بزرگ ایران در کشور اجرا گردد. بنده پیشنهاد می کنم اعضای شورای اصلاح قانون اساسی موارد زیر را نیز مورد توجه قرار دهد. 
1- با اصلاح قانون اساسی پست ریاست جمهوری حذف گردد.

2- شورای نگهبان و شورای تشخیص مصلحت نظام  و مانند آن حذف گردند و مجلس سنا ایجاد گردد تا این مجلس ( که نیمی از ان را رهبر انقلاب معرفی می نماید و نیم دیگر در انتخابات مستقیم سرارسری برگزدیده می شود)، بعنوان بالاترین نهاد نظارتی و مقننه کشور نه تنها بر روند کار و مصوبات مجلس اول کشور نظارت نماید که بر عملکرد دولت و قوای سه گانه و نیروهای مسلح (از نظر نظارت بر امور مالی و اداری آن و نه دخالت در فرماندهی نیروهای مسلح که بر عهده فرمانده کل قواه کشور است) اعمال قانون نماید. 
3-  پست نخست وزیر در کشور احیا گردد.
3-1- نخست وزیر از طریق رای گیری در مجلس انتخاب گردد و مسئولیت مدیریت هیئت دولت و نظام اجرایی کشور بر عهده او گذاشته شود. نخست وزیر باید پاسخگوی مجلس باشد و در صورت بی کفایتی مجلس می تواند او و یا هریک از وزرای او را استیضاح و برکنار نماید.
3-2- نخست وزیر می تواند از بین اعضای دو مجلس و یا از بین اعضای احزاب قانونی کشور و یا از بین افراد حقیقی صاحب صلاحت علمی و مجرب انتخاب گردد.
ب: در بخش استانی:
1- شوراهای شهرو روستایی از ساختار کشور حذف گردند. در عوض مجلسی استانی متشکل از نمایندگان شهرها و روستاها در مرکز استانهای  کشور ایجاد گردد. این مجلس ضمن انتخاب استاندار  همچنین  وظیفه بودجه ریزی و جمع آوری بودجه از دو کانال ملی و استانی و تخصیص اعتبار و تصویب طرحهای عمرانی و فرهنگی و نظارت بر مجموعه اجرایی استان و شهر و روستاهای حوزه فعالیت خود را بر عهده خواهد داشت. مصوبات مجالس استانی هرگاه با امنیت و منافع ملی و وحدت و تمامیت ارضی کشور مغایرت داشت می تواند توسط  دو مجلس کشوری لغو گردد.
2- استاندار پاسخگوی مجلس محلی و هیئت دولت  (و در صورت لزوم دو مجلس کشور و نیز مقام رهبری) خواهد بود.
پ: در بخش نیروی انتظامی
کشور دارای دو نیروی انتظامی کشوری و استانی خواهد بود. مسئولیت اصلی برقراری نظم و امنیت در هر استان بر عهده نیروی انتظامی هر استان خواهد بود و در صورت نیاز و در حالت وضعیت  فوق العاده نیروی انتظامی استانی مستقیما زیر نظر نیروی انتظامی کشوری ادامه وظیفه خواهد نمود.
پ-1- فرماندهی نیروی انتظامی هر استان با استاندار و زیر نظارت مجلس استانی خواهد بود.
پ-2- استاندار می تواند برای خود یک جانشین در فرماندهی نیروی انتظامی استان انتخاب نماید.
نتیجه گیری:
با اجرای این اصلاحات  توزیع عادلانه ثروت در کشور و و اجرای عدالت اجتماعی و مردم سالاری به معنی واقعی در کشور پیاده می شود و جلوی حیف و میل اموال عمومی و اختلاسهای خرد و کلان تا حد زیادی گرفته می شود.  فاصله طبقاتی و شایسته سالاری در کشور  به حد نزدیک به مطلوب خواهد رسید و پدیده سوی مدیریت و  فرصت سوزی در رشد و توسعه همه جانبه کشور تا حد قابل قبولی در کشور کاهش خواهند یافت. وحدت ملی و امنیت و منافع ملی کشور با گستره بیشتری تامین خواهد شد و وجه جمهوری اسلامی ایران در منطقه و جهان بشدت افزایش خواهد یافت و قدرتهای تهدیگر و تحریم کننده دیگر براحتی قبل نمکی توانند با اغنای افکار عمومی خود تحریمهای ظالمانه و وحشیانه خود را بر مردم ایران تحمیل نمایند. در این صورت می توان گفت که مردم سالاری بمعنی واقعی آن در کشور پیاده شده است که این بنوبه خود سبب خواهد شد تا کشورهای بدخواه ایران نتوانند براحتی قبل اختشاشات و در گیریهای سیاسی در شهرهای کشور به بهانه های واهی راه بیندازند و از نظر فرهنگی نیز کشور می تواند بیشتر از قبل به بالندگی برسد.
در پایان بنده سعید شجاعی سعدی  از همه  دانشگاهیان و حوزویان گران قدر و رسانه ها و صاحب نظران و اعضای قوای سه گانه  معزز کشور درخواست می نمایم تا با در نظر داشت مفاد این پیشنهادت در تگمیل و اجرایی شدن آن کوشا باشند. سعید شجاعی سعدی

Analysis, the dangerous Neo-Con and T-party and AIPAC game for the destruction of world peace and security

 Trump's son-in-law, Jard Kushner, Secretary of State Pompeo and John Bolton in the United States and current Israeli Prime Minister Benjamin Netanyahu, are the four main figures representing the neo-con, TP, and AIPAC since the beginning of Trump's presidency to deceive him to destroy the peace and stability of USA and the world and create a major global disaster like World War III. They have chosen the Middle East to execute their plan because, they know well, that there are hundreds of billions of unexploited oil in the Middle East and rich Arab and non-Arab countries, are present in the region. It is now widely known that these four figures have significant influence over Trump (John Bolton continues to play an effective but covert role on Trump's policies despite leaving the White House). They face a huge impasse over Iran's domination of the Middle East and have been trying to provoke the Islamic Republic of Iran to begin a war with the United States and its allies since the beginning of Trump's presidency. It is clear that they are having catastrophic strategic miscalculation about Iran's military power and influence in the region. by their catastrophic advice, they forced Trump to withdraw from the "Joint Comprehensive Plan of Action" and many international treaties signed by previous US governments. They forced Trump to impose barbaric sanctions on the Iranian people and other nations in the world. They have been trying to propagate to the American people that they have practiced American domination of the world and have put America on the path of more development and public prosperity. But the reality is that they forced Trump to decrease America's reputation in the world and put America in the weakest position from the end of the second world war. They also forced Trump to order the brutal assassination of Lieutenant General Qassim Suleimani of Iran. They had told Trump that Iran did not respond to the United States' action, but the world saw a powerful and determined leadership of Islamic Iran destroy US base, al-Assad in Iraq by dozens of advanced indigenous missiles without being traced. They forced Trump to lie in his speech last night, saying no one was killed or injured in the Iranian military response and all things are well. Now, however, these four people and their supporters in the neo-Con, T-party, and AIPAC have realized that neither Iran nor the world will succumb to the bullying and their evil plans.in final, Two questions now arise:
A: Can Trump-free himself and the American people from the four main figures and their supporters to prevent the possible fate of Richard Nixon or John F. Kennedy?
B: Do the media and the American people, as well as the US military and the like, allow these four people and their supporters to compromise more on the security and interests of the American people and on world peace and stability?
I have no doubt that the answers to these questions will soon be revealed.  

Analysis: Why did Lieutenant General Qassim Suleimani and his companions be assassinated at this point in time?

The brutal assassination of Lieutenant General Qassim Suleimani and his companions was carried out by President Trump's order. in order to help the peace and security of the Middle East and the World, I, Saeed Shojaee Saadi, as an Internet-based researcher and activist on world peace and culture, presenting this important analysis :
This inhumane crime was committed for the following reasons:
A: With the assassination of Lieutenant General Qassim Suleimani and his companions, Trump and his hard-line aides are seeking victory in the 2020 US presidential election.
 It should be considered that the Trump administration did not have any significant in foreign and domestic policy, and the assassination of one of the largest and most famous figures in the Middle East and the world, done for gain the attention of a small portion of the Americans which like to hear the victory news as same as in the Hollywood movies to increase their spirits.
B: The US government's imperialist policies and plans in Iraq, Afghanistan, Libya, Lebanon, and Syria failed because of the confrontation of the Islamic Republic of Iran and its allies, which angered Trump and his fanatical advisers.
C: Soon the subject of Trump's impeachment will be in the Senate so, Trump has committed this great inhuman crime to save himself with the brutal assassination of Lieutenant General Qassim Suleimani and his companions.
Did Trump and his hard-line aides reach their goals by the assassination of Lieutenant Suleimani and his companions?
Holding a magnificent funeral in Iraq and Iran with the presence of millions of mourners showed that the people of these two brotherly and neighboring countries once again showed their deep unity and interests in the world. On the other hand, the passage of the US troop withdrawal law in the Iraqi parliament was a major blow that Trump and his racist friends were not expecting at all. Lebanese Hezbollah leader Seyyed Hassan Nasrallah officially said in a speech today that if the US military does not leave the Middle East, Hezbollah fighters and other militant groups will attack them.
 My Offers to Trump and his fanatical and militant advisers:
1. Resign immediately and rid the great people of America and other nations of the world from your evil crimes.
2- If you do not want to resign, immediately withdraw all US forces from the Islamic countries of the region.
3. If you do not want to resign, go back to Joint Comprehensive Plan of Action immediately and lift all barbaric sanctions against Iran, as well as freeze all the assets and possessions of the Islamic Republic of Iran in America and the world.
4. Officially apologize to the leadership and government of the great Iranian nation for this brutal crime.
5. In the event of Iranian retaliation, do not try to go to war with Iran and do not threaten Iran with nuclear weapons. Do not doubt that Iran's military power is far greater than North Korea's. You will know this, in a possible future war.
6. I have repeatedly warned Trump and his family members and advisers in their open letters that their very inaccurate and dangerous policies will endanger and threaten both the security and the interests of the American people and its allies and world security and peace. I hoped to change their policies, but they were arrogantly pursuing their own wrong paths.
7- In my opinion, if President Trump wants to continue his dangerous policies and brutal behavior, he will find the fate of two US presidents in the final:
A. Richard Nixon
B. John F. Kennedy
I wish that selfish Trump and his racist and extremist advisers would take the content of this analysis and its recommendations in mind immediately.

Mr John Bolton, Mike Pompeo and Jarad Kushner, in full coordination with the heads of the three countries of Israel, Saudi Arabia and the United Arab Emirates, have devoured the Islamic Republic of Iran.
Unfortunately, they ultimately fail to pay attention to the results of their work to provoke the Iranian political, military and security authorities to bring them into an unconstrained unplanned war with the United States and its allies.

As a global peace activist and researcher on the Internet, I, Saeed Shojaei Saadi, believe that imposing severe and brutal sanctions against the Iranian people and exposing Iran to the attack on oil tankers and toppling the American aggressive drone in the Iranian territorial waters, have precisely been for provoking Iran to start a war with the USA and it's allies.in my opinion,

If President Trump's government really wanted to negotiate with Iran, they should not impose sanctions on the leader and commander of the armed forces of the Islamic Republic of Iran,  military commanders and supreme officials.

 It seems that current officials at the White House do not care about the national  security and national interests of the United States and its European allies. What they do is to undermine America and Europe.

I wonder how they do not know that war with Iran is only in favor of Russia and China. They have even shamelessly declared they will use any weapon to destroy Iran. Does this not mean the Third World War and the destruction of our beautiful planet?

Are they sure that China and North Korea will not attack Taiwan and South Korea to occupy them during the war with Iran?!.
Are they sure that Russia will not attack Eastern European countries and will not re-occupy them?!.

Are they sure that the people of the Arab states will not revolt against their governments and will not overthrow them?!.

Are they sure that the USA and it's allies have enough power to destory Iran and to be safe?!.
I sure that, the use of the nuclear bomb is also useless.so, Mr. John Bolton, Mike PompeoT Jarad Kushner, and the three heads of state of Israel, Saudi Arabia and the United Arab Emirates, should know that only the United States has no nuclear bombs, and if they do  the nuclear attack on other countries, they must be aware that immediately US and it's allies will be attacked by nuclear weapons.

 I am sure that neither the people nor the army, nor the security agencies, nor media nor wise American politicians will allow insane action to the lovers of bloodshed and the world's war at the current White House.

Why do President Trump advisers not want to hear and understand the logical words ?!

منتشر شده در اینترنت بدو زبان فارسی و انگلیسی به مقامات کنونی در کاخ سفید هشدار دادم که ایران در 

دفاع از استقلال و تمامیت ارضی خود بسیار جدی است ،اما متاسفانه مشاوران جنگ طلب در اطراف پرزیدنت 

ترامپ در ذهن بیمار خود فقط بدنبال تحقیر ایران و جنگ هستند و آنچه را می خواهند بشنوند که دوست دارند 

و هر آنچه که با افکار جنگ طلبانه و ذهن بیمار آنها مغایرت داشته باشد را نه می فهمند و نه می خواهند 

بفهمند. متاسفانه از سوی دیگر اروپاییها نیز در مقابل رفتار جنگ طلبان کاخ سفید بسیار ذلیل گونه رفتار می

کند و یا با دشمن همکاری و یا همراهی نماید. اگر خدای ناکرده ایرانی پیدا شود که با دشمن وطن و مردم خود 

همراهی و همکاری نماید و مردم و هویت و تاریخ ملت خود را را لگد مال نموده و در کنار متجاوزان به جان و 

ناموس مردم خود حمله ور گردد بطور طبیعی او دیگر ایرانی نیست بلکه دشمنی است که بزبان فارسی نیز 

سخن می گوید. بهر حال دنیا بداند ایران برای دفاع از کشور خود بسیار قدرتمند و مصمم است و سر سوزنی

Jarad Kushner, advisor and son in law of president Trump, Foreign Minister Mike Pompeo and former CIA director, and John Bolton, former US ambassador to the United Nations and national security adviser at the White House, are three people that are fans of war with Iran more than others around president Trump.

these three persons, are in constant contact with the current prime minister of Israel and the leaders and officials of our two neighboring countries, the UAE and Saudi Arabia.

They do shoot to oil tankers and  point their fingers shamelessness to Iranians.added, they use any pretext to show Iran an international anti-security country. While they have imposed the most severe inhumane sanctions against the Iranian people, they are ruthlessly condemning anti-human rights activities in Iran!.

 These three people and their regional allies, who are in charge of global warlord headquarters ( Zionist and non-Zionist), have been seriously mistaken for their strategic calculation of Iran's defense capability.

They think that by attacking Iran, the regime will overthrow the Islamic Republic of Iran in a few weeks and break up Iran and overthrow it.
 I friendly warn them:
It's a childish and silly dream and a raw fantasy. If they are stupid and attack Iran, their casualties will be as much as World War I and II. Do not doubt that their attack on Iran will lead to World War III finally.
 I friendly warn them:
Iran is neither Iraq nor Afghanistan, nor Libya, nor Yemen, which can ruin them in several attacks and in a few weeks. Iran is Iran and the Iranians will defend their country until die. This is a warning from a world-class scholar of culture and peace, which I hope will be taken seriously by all warlords in the West and in the region.
I promise as an Iranian If you cancel sanctions against the people of Iran. Most problems will be solved and you can consider yourself as the winner of the next year's presidential elections in USA. please keep in your mind that the Iranian promise is always promising and it is a document and we will not put aside our promise, signature like you that simply break all your signed contracts.

I am very sorry that the White House of the Great America has been hit by people whose intellect and understanding are as large as a three-year-old child.

Iran is very peaceful. Iran has 8000 years of culture. Iran is the oldest country in the world. Iran has a great civilization.

Therefore, John Bolton or any other official in the government of President Trump and the heads of their allies in the region must know that Iran's defensive power, if not more than America, are not less.

I, Saeed Shojaei Saadi, as a researcher, activist in world culture and peace on the Internet, in a few letters to President Trump, members of the government and his family remind them that if they establish a friendly relationship with Iran, they will get a very positive result, but unfortunately, the radical War lovers around President Trump like John Bolton did not allow to complete the friendship process between Iran and the United States.

Yes, Mr. President! The war with Iran is annihilating, but this destruction includes the entire region and perhaps the world, not just Iran.

I suggest once again read my previous letters, maybe you should remember that you must speak with respect to the great nation and the great civilized country and people of Iran, not with ugly and childish behavior, not threatening language!

If it is destined to destroy Iran, do not doubt that all the aggressive countries will also be destroyed. This is a serious warning to everyone who thinks about destroying Iran in his illness thought .

The war between America and Iran will end in favor of China and Russia. Why do not Bolton and others understand this simple fact?!.
